H. S. Clements is most likely Herbert Slyvester Clements (November 8, 1865 - November 30, 1939), Conservative MP for Comox - Atlin from 1911 to 1917 (when the riding was redistrubed to Comox - Alberni) until 1921. Port Clements in Haida Gwaii is named after him.
